Neil serves as Chief Information Officer for XReg Consulting with responsibilities over technology strategy, information architecture and operational resilience. He is the technical editor for the JWG-IVMS, having authored the interVASP messaging standard IVMS101 for the sharing of information between VASPs to facilitate compliance with FATF recommendation 16. Neil is also the Chief Operating Officer of XReg Consulting’s sister company VASPnet and an active contributor on various crypto-asset industry working groups.
Neil is a skilled and experienced technology leader with significant experience managing digital transformation programs. Neil started his career in London, working with various European Investment Banks in developing solutions to automate the generation of OTC derivative trade confirmations. Neil served as Solutions Architect for various US banks before he took on the role of Global Head of Enterprise Architecture at HSBC Global Banking and Markets, where he played a key role in defining operational and technology strategy, particularly in the regulatory compliance and client data space. Among other transformation programmes, his work included the implementation of the first cross-industry KYC utility for Investment Banks.
As Head of Data Provisioning for HSBC Securities Services, Neil defined robust data governance structures and led the team responsible for the delivery of data required to service US$6.2 trillion assets under management. Before XReg, Neil took on the role of European Regulatory Technology Lead for the Gibraltar Financial Services Commission (GFSC), leading the programme to implement MiFIR Transaction Reporting in Gibraltar.
